North Dakota developer targets Hy-Vee for apartments

Hy-Vee’s desire to have apartments built next to its new Twin Cities grocery stores has attracted a North Dakota builder to Maple Grove.

Iowa-based Hy-Vee is developing its second Maple Grove store on bare land in the southeast quadrant of Maple Grove Parkway and Highway 610. Fargo-based Enclave Development is proposing to build 161 market-rate apartments right behind the future grocery store. Hy-Vee owns 24 acres of land at the intersection and will sell about 8 acres for the apartments, according to a city staff report. Hy-Vee paid $5 million for the property in 2017, according to Finance & Commerce archives.

The Maple Grove Planning Commission was scheduled to review the proposal at its Monday evening meeting. Hy-Vee proposed in 2016 to build a 96,000-square-foot grocery store at the intersection of 99th Avenue and Maple Grove Parkway. That store would include a 4,100-square-foot gas station.

The estimated $30 million apartment project will likely get started first with a fall groundbreaking, said Enclave CEO Austin Morris. The commercial real estate development company spent a year seeking out the best Twin Cities locations for apartment construction and linked up with the Hy-Vee site through a broker, Morris said in a Monday interview. This will be the first time Enclave has worked with Hy-Vee, he said.

“This one came up a couple times,” he said of Enclave’s project property search. “After quite a bit of time, we were able to make this work with Hy-Vee.”

The five-story apartment building will include underground parking and two rooftop patios that will feature green space, a pool, gas fire pits and grilling stations, Morris said. The building will have a range of apartments, from 550-square-foot studios to two-bedroom units measuring about 1,140 square feet of space, he said.

The building will also have direct pedestrian access to the Hy-Vee, access that will tie into a walking route planned to stretch across Maple Grove Parkway to a Target store.

The proximity of community amenities, retail and health care facilities made the project site attractive, Morris said. The Fairview health system operates a clinic behind the project site, while an elementary school and a high school are within walking distance.

Co-locating apartments and grocery stores has been trending both in the Twin Cities urban core and the suburbs, said Matt Mullins, vice president of Golden Valley-based Maxfield Research. Suburban sites, like those Hy-Vee is targeting, need to have the right combinations of nearby shopping, activities and transportation.

“I do think you have to be very strategic where you locate multifamily next to Hy-Vees,” he said.

Southwest of the Enclave site, Hy-Vee is building another store that will be adjacent to a 240-unit apartment project Los Angeles-based Gauntlet Private Investments proposed in February. The five-building, market-rate complex would rise on a 23-acre property at 7100 and 7150 Brockton Ave. N. Hy-Vee also worked with Woodbury-based Kami Inc. to bring the 133-unit Sixton apartments to a site next to its new Shakopee store at 1451 Adams St.

Work on the Hy-Vee store on 99th Avenue has yet to start, said City Planner Peter Vickerman. But a significant amount of housing has already been built or proposed nearby. About a quarter mile to the east, homebuilder Lennar is currently building townhomes and apartments, while next door another developer is planning a 42-unit apartment building.

As of end of May, the 277 multifamily units were under construction in Maple Grove and another 447 were approved for construction, Vickerman said. The apartment vacancy rate for the Maple Grove-Osseo-Rogers area is 4.6%, according to the most recent Apartment Trends report from Minneapolis-based Marquette Advisors.
