If you don't like it, as the CM says, there is the market. And if they made the items drop more often, it would not be worth 10 bil than. You might feel good if they increase the drop rate when you first get one, but when they become worthless (because you only need 1 per account) and you got your 100th heart to post on the market at min price. you will be less excited. And really well before that Vell runs would become rare and it would become dead content.
