However I would argue that the most insane character in the show by far is ice king. Unlike betty, magic man or the elementals who still retained some of their memories and basic goals after gaining their magic abilities, ice king lost all semblance of who he once was.
Using the logic of magical power increasing with levels of insanity, its difficult to not come to the conclusion that ice king is the most powerful magic user.
There are a lot of scenes in the show which contradict this however. Base flame princess is able to beat ice king pretty easily, and finn and jake beat ice king on numerous occasions. Furthermore ice king says that patient st pims ice is stronger than any of his ice. However these failures can mostly be explained away with the argument that he can't make full use of his powers due his insanity.
Ice king also has a number of feats which support the argument that he is the most powerful magic user. When the lich had taken over pbs body ice king was able to completely freeze and smash her body. In the farm world universe after Simons death the crown is able to freeze the entire planet for hundreds of years. the crown also had enough power to alter and affect golb the most powerful being we know of in the adventure time universe.
I think an important final point to make regarding ice kings power is the initial wish dino-gunter made with the crown. Dino-gunter didn't just wish to be an ice elemental, he wanted to be master evergreen in particular. In gunters eyes master evergreen was the most powerful magic user ever. So in reality Gunter wished to become the most powerful magic user in existence.
Ice king is the most powerful magic user because he is the most insane character we see. He has a lot of feats that support him being the most powerful such as him icing and destroying a lich controlled pb and his crown freezing the world for hundreds of years after his death in farmworld. ice kings losses can be explained by him being too insane to make proper use of his powers.
